Mr. Luis Garcia has over 35 years of leadership, program management and engineering experience. As a senior manager with the Federal Government, he managed large Army/USMC live training & simulation portfolios and supervised an entire division. The team was comprised of Government and contractor personnel (50+ employees) including SMEs from several competencies like Project Managers, Systems Engineers, Facility Engineers, Logisticians, Finance Managers, Cost Analysis Specialists, Instructional System Specialists and Contract Specialists. He retired from the Federal Government in 2019.
Mr. Garcia is currently working for General Dynamics Mission Systems as one of the Business Development team leads, where he is responsible to lead Bid and Proposal efforts for an assigned domain. He is a primary solution/offer developer, leads the capture team and is responsible for final proposal format, structure, and submission. Mr. Garcia also worked as a Deputy Program Manager Engineer (DPME) prior to becoming a business developer. His responsibilities were facilitating and implementing the engineering scope of multiple USMC & ARMY projects; where he directed three teams of multiple functionalities by executing the engineering project tasks within an agreed cost and schedule. He also led multiple internal research projects and successful Other Transaction Authority (OTA) prototype efforts.
Mr. Garcia has a Bachelor of Science in Electrical Engineering from Marquette University in Milwaukee, WI and a Master Management Certificate from the University of Indianapolis in Indianapolis, IN. He is a member of the Navy Acquisition Professional Community, the National Defense Industrial Association (NDIA), the National Training and Simulation Association (NTSA). Mr. Garcia has also participated in the Interservice/Industry Training Simulation and Education Conference (I/ITSEC) Paper Committee for over 20 years, which has facilitated his interest and involvement in community networking.
Mr. Garcia is committed to supporting growth in the Latino representation in the Orlando Training and Simulation community and is an avid believer that inclusion enhances the overall quality of the entity.
